What a London PHV driver licence costs in TfL fees
Every fee TfL charges a private hire driver for the licence, out of TfL Notice 05/26. Each one with its resit and the day it started.
| TfL fee | First time | Resit | Since |
|---|---|---|---|
| SERU assessment | £40 | £30 | 9 March 2026 |
| English language speaking and listening assessment | £40 | £30 | 9 March 2026 |
| Topographical skills assessment | £40 | £30 | 9 March 2026 |
| Driver licence application fee | £138 | None | 1 June 2026 |
| Grant of driver licence fee | £205 | None | 1 June 2026 |
| All five, first time | £463 |
So the TfL fees come to £463 if you pay each one once and pass each assessment first time. Every resit adds to it. Whether you need each assessment is for TfL to tell you.
These are TfL's own fees and nothing else. A medical, a DBS check and anything else you pay someone other than TfL are not TfL fees. We have not checked what they cost, so we do not list them.
